Bug #2041785 “regression when specifying relations for bundle wi…” : Bugs : Canonical Juju

In juju 2.x, it’s possible to define a bundle with relations then overlay applications that are involved in that relation, for example:

bundle.yaml:
—
applications:
  nginx:
    charm: “nginx”
    channel: stable
    num_units: 1
relations:
  – [ nginx, simple-streams ]

— # This is part of overlay 1
applications:
  simple-streams:
    charm: “simple-streams”
    num_units: 1
——-

$ juju deploy ./bundle.yaml
Located charm “nginx” in charm-hub, channel stable
Located charm “simple-streams” in charm-hub, channel stable
Executing changes:
– upload charm nginx from charm-hub from channel stable with architecture=amd64
– deploy application nginx from charm-hub with stable
– upload charm simple-streams from charm-hub with architecture=amd64
– deploy application simple-streams from charm-hub
– add relation nginx – simple-streams
– add unit nginx/0 to new machine 3
– add unit simple-streams/0 to new machine 4
Deploy of bundle completed.

In Juju 3.2 (only tested 3.2), the same bundle+overlay results in:
$ juju deploy ./bundle.yaml
ERROR cannot deploy bundle: the provided bundle has the following errors:
relation [“nginx” “simple-streams”] refers to application “simple-streams” not defined in this bundle
